There are many challenges nowadays for sea ports in Europe: increasing vessel dimensions, the global financial crisis and the competition between sea ports which often has a detrimental effect on workers and the environment as well as ineffective use of public money. One way of dealing with many aspects of these challenges could be cooperation between sea ports. Thus, the GUE/NGL has commissioned a study. The study was carried out independently by the Fraunhofer Center For Maritime Logistics And Services (Hamburg).

The study identifies and summarises different forms of port governance

It lists main actors

It presents different types of port cooperation and good practices

It analyses possible limitations of port cooperation and shows potential synergies of port cooperation.

Our aim is to revive with this study the discussion of sea port cooperation in Europe.
