Declaration on the Conference under Article 13 of the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union

The economic and fiscal policies of the European Union have had catastrophic effects on the lives of many of its citizens. Throughout the EU the gap between the rich and poor is constantly increasing, social rights are dismantled, unemployment is at high levels (especially youth unemployment) and the Member States of the South are being subordinated to poverty and stagnation.

The Fiscal Compact and the economic governance is the further institutionalisation of neoliberal policies which represent an assault to democracy, an attack on social rights, against the peoples in the EU. We therefore call for a process to revoke the fiscal compact.

Until now the EU has been enthusiastically committed to saving the financial sector to the detriment of the people and of public services. Alternatives opposed to the current structural reforms must be found to ease this huge burden of non-viable public debt imposed to the peoples. Domestic demand must be stimulated via real public investment, higher wages, stronger wage bargaining, stronger collective bargaining and promotion of progressive taxation.

We call on the EU and Member States to commit instead to policies of real convergence, based on social progress and on the safeguarding and promotion of each country's potential, job creation, sustainable use of natural resources and protection of the environment, with the goal of true economic and social cohesion; we call for policies that pay heed to the development needs of each Member State and reduces the development gap between Member States and the existent economic, social and regional disparities.

We welcome the message sent by the Greek people during the last legislative elections in their country on January 25th, for an end to austerity policies and call us all to work together, because united we can accomplish more.

We, the undersigned, who participated in the Conference under Article 13, on the 4th February 2015 call for the replacement of the current EU 2020 Strategy and the revision of MFF by a new set of pro-peoples economic, social and environmental policies and we call for an intergovernmental debt conference.

Erklärung zur Konferenz nach Artikel 13 des Vertrags über Stabilität, Koordinierung und Steuerung in der Wirtschafts- und Währungsunion

 

Die Wirtschafts- und Finanzpolitik der Europäischen Union hat katastrophale Auswirkungen auf das Leben vieler ihrer Bürger. Überall in der EU wächst die Kluft zwischen Arm und Reich fortwährend, soziale Rechte werden abgebaut, das Niveau der Arbeitslosigkeit (und insbesondere der Jugendarbeitslosigkeit) ist hoch und die Mitgliedsstaaten im Süden werden Armut und Stagnation unterworfen.

 

Der Fiskalpakt und die economic governance bedeuten eine weitere Institutionalisierung der neoliberalen Politik, die einen Angriff auf die Demokratie, eine Attacke auf soziale Rechte darstellt – gegen die Bevölkerungen der EU. Deshalb rufen wir dazu auf, einen Prozess zur Rücknahme des Fiskalpakts einzuleiten.

 

Bis jetzt war die EU begeistert dabei, den Finanzsektor zum Schaden der Menschen und der öffentlichen Dienste zu retten. Es müssen Alternativen gefunden werden, die sich den aktuellen Strukturreformen entgegenstellen und jene große Belastung für die Bevölkerung durch untragbare Staatsschulden mindern. Die Binnennachfrage muss angeregt werden mit echten öffentlichen Investitionen, höheren Löhnen und stärkerer Tarifbindung und der Förderung von progressiver Besteuerung.

 

Wir fordern die EU und die Mitgliedsstaaten auf, eine Politik der realen Konvergenz zu verfolgen beruhend auf sozialem Fortschritt und auf dem Schutz und der Förderung der Möglichkeiten jedes Landes, auf der Schaffung von Arbeitsplätzen und auf der nachhaltigen Nutzung natürlicher Ressourcen und dem Umweltschutz, mit dem Ziel einer realen ökonomischen und sozialen Konvergenz; wir fordern eine Politik, die die Entwicklungsbedürfnisse jedes Mitgliedsstaats beachtet und die Entwicklungsunterschiede zwischen den Mitgliedsstaaten und die bestehenden wirtschaftlichen, sozialen und regionalen Disparitäten verringert.

 

Wir begrüßen die Botschaft für ein Ende der Austeritätspolitik, die das griechische Volk mit der Parlamentswahl am 25. Januar gesendet hat, und rufen uns alle zur Zusammenarbeit auf, denn vereint können wir mehr erreichen.

 

Wir, die Unterzeichner und Unterzeichnerinnen, fordern die Ersetzung der aktuellen EU 2020 Strategie und die Revision der Mehrjährigen Finanzrahmen (MFR) durch ein neues Bündel von ökonomischen, sozialen und umweltpolitischen Maßnahmen und wir fordern eine intergouvernementale Schuldenkonferenz.
