GUE/NGL MEPs have today hailed Palestine's historic accession to the International Criminal Court as a historic moment in the Palestinian people's struggle for justice, freedom and peace.

The ICC is one of the international legal instruments promoted by the European Union in order to foster its values of accountability and peace. As stated in the EU’s Common Position on the ICC, the EU is formally committed to advancing universal support for the ICC by promoting the widest possible participation in it.

Along with MEPs from other political groups, the MEPs have called on EU foreign policy chief Federica Mogherini to join them in welcoming Palestine's ratification of the Rome Statute and its accession to the International Criminal Court.

Dear High Representative, Ms Federica Mogherini,

On April 1st Palestine will become a state party of the International Criminal Court, after having lodged the required accession documents on 2 January 2015. By this means, the Palestinian people and its elected representatives affirmed their will to comply with international laws and global justice.

The ICC is one of the international legal instruments promoted by the European Union in order to foster its values of accountability and peace. As stated in the EU’s Common Position on the ICC, the EU is formally committed to advancing universal support for the ICC by promoting the widest possible participation in it. This is the reason why the High Representative, through Ms Catherine Ashton's voice, has always greeted any state that acceded to the Rome Statute.

Besides, on March 12th, the Parliament welcomed the ratification of the Rome Statute by Palestine (resolution P8_TA-PROV(2015)0075). It also urged the EU to “provide [the ICC] with strong diplomatic, political and financial support” and, in the context of the ICC preliminary examination into the situation of Palestine, to “fully cooperate with the ICC Office of the Prosecutor” (P8_TA-PROV (2015)0079).

We know how involved you are regarding the geopolitical issues in the Middle East, as your first official trip outside Europe was to Israel and Palestine. Last November, before the Members of the Parliament, you claimed that the EU could be “the first political player in the region to facilitate a dialogue”.

In this way, as Representatives of the European peoples, we solemnly ask you to convey our satisfaction of the ratification of the Rome Statute by Palestine, and to “warmly welcome” this state to the ICC as the EEAS did in the past for numerous other states. The EU should seize this opportunity to address a powerful message to the world by reaffirming its affection towards justice and peaceful resolution of conflicts by the means of international law.

Le 1er Avril prochain, la Palestine deviendra un État partie de la Cour pénale internationale, après avoir déposé les documents nécessaires à l'adhésion le 2 Janvier 2015. Par ce moyen, le peuple palestinien et ses représentants élus ont affirmé leur volonté de se conformer aux lois internationales et à la justice mondiale.

La Cour pénale internationale est l'un des instruments juridiques internationaux promus par l'Union européenne afin de promouvoir ses valeurs de responsabilité et de paix.

Comme indiqué dans la position commune de l'Union européenne sur la Cour pénale internationale, l'Union européenne est formellement engagé à faire progresser le soutien universel de la Cour pénale internationale par la promotion de la participation la plus large possible en elle. C'est la raison pour laquelle la Haute Représentante, par la voix de Mme Catherine Ashton, a toujours accueilli tout État qui a adhéré au Statut de Rome.

En outre, le 12 Mars dernier, le Parlement européen s'est félicité de la ratification du Statut de Rome par la Palestine (résolution P8_TA-PROV (2015) 0075). Il a également appelé l'Union européenne à «fournir [la CPI] d'un soutien diplomatique, politique et financier fort» et, dans le contexte de l'examen préliminaire de la CPI sur la situation de la Palestine, de «coopérer pleinement avec le Bureau du Procureur de la CPI” (P8_TA-PROV (2015) 0079).

Nous savons comment vous êtes impliquée sur les questions géopolitiques au Moyen-Orient, au point que votre premier voyage officiel en dehors de l'Europe fut en Israël et en Palestine.

En novembre dernier, devant les membres du Parlement européen, vous avez demandé que l'Union européenne soit “le premier acteur politique dans la région pour faciliter un dialogue”.

De cette façon, en tant que représentants des peuples européens, nous vous demandons solennellement de transmettre notre satisfaction de la ratification du Statut de Rome par la Palestine, et à «accueillir chaleureusement” cet État à la Cour pénale internationale tel que le Service européen d'action extérieure (SEAE) a fait dans le passé pour de nombreux autres États.

L'UE devrait saisir cette occasion pour adresser un message puissant au monde en réaffirmant son attachement à la justice et à la résolution pacifique des conflits par les moyens du droit international.
